◎擺脫刻板印象來這裡看看

 

逢年過節的時候,筆者會回到台北。漫步在街頭或坐在捷運裡,會很困惑的思索著,台北到底有哪些地方贏過上海。意外的是,答案不太容易找,想來想去似乎剩下居民整體素質較高一項。

 

一個先進都市該有的硬體建設,北京上海都不缺乏。城市精英的生活氛圍與機能還有文化只有更豐富。由於已經變成世界關注的焦點,這裡成為全球文化團體的演出重鎮,很多展覽是我沒辦法在台北看到的。

 

筆者一個在上海某跨國公司工作兩年的台南朋友,送給他即將從研究所畢業的弟弟的畢業賀禮,是一張台北上海的來回機票。他弟弟說,大陸那麼落後,誰要去工作啊。他說,你來,看過以後再下結論。

 

在政客及媒體炒弄下,很多台灣人覺得大陸是個亂哄哄的環境,到這裡工作與生活是吃苦受罪。刻板印象是:「應該是台灣混不好才想去大陸工作吧?」或者「那裏的生活水準低,去了會降薪吧?」

 

事實上,全世界的企業都在往中國走,跨國公司亞洲總部已從香港台北遷往北京上海。台北分公司在全球架構體系中,變成邊陲市場或支援單位。分公司的員工,頂頭上司從美國老外變成北京上海人。

 

當中國大陸越來越開放,台灣卻越來越內縮。原本充滿海洋性格的台灣人應該拎著包袱出去闖天下,此刻卻深陷「愛台灣」的緊箍咒。這個咒語一旦祭出,擋者莫不腦漿迸裂,再不能言語。

 

當「中國的經濟等於世界的經濟」時,很遺憾的台灣自外於這個經濟體。當中國大陸的都會上班族每年以 10%以上的幅度加薪時,平均所得原地踏步多年的台灣,被追過去可能只是時間問題。

◎早年的大陸經驗

 

1999年,筆者在台北新浪網工作,有生以來第一次踏上北京土地拜訪同事。剛下飛機的時候,破舊的北京舊機場讓我下意識的緊張起來,想著會不會有「共匪」來把我抓走,或者治安太差路上被土匪打劫?

 

前往北京新浪網的路上確實景色有些荒涼,很多地方根本沒有建築。在我們乘坐的大巴士上,幾個同事跟我說他們覺得台灣獨立也沒什麼不好,我尷尬的不知道該怎麼回答。這些人該不會是特務吧?

 

在北京洽公期間外出時搭乘的計程車破破舊舊,還有一種類似麵包車被稱為「麵 D」的箱型計程車可以搭載比較多人。新浪網當時的辦公室是跟小學租用的,開員工大會的時候就使用學校的禮堂。

 

在我第五次飛抵北京機場的時候,進入機場航廈時有一種「飛機是不是下錯地方」的疑惑。這個機場的嶄新及現代化,與之前舊機場的印象天差地壤。原來是新機場啊,我第一次對於其建設速度感到驚訝。

 

2000年,當時決定離開新浪網的我想投身 B2B電子商務領域,阿里巴巴(是的,就是你知道的阿里巴巴)一位副總裁飛到台北來跟我面試。在薪水以及職務都談好的情況下,我反悔了,最後沒有加入。

 

到一個人生地不熟並且從小就被灌輸那裏是「鐵幕」的地方工作,心裡確實有障礙。儘管我1999年到2000年已經出差北京達六次之多,相較其他台灣人已經算接觸比較深入,但心裡的刻版印象阻止了我。

 

2004年我受朋友邀請到福建電信授課,主要談電信以及網際網路產業發展趨勢。我講課多年,這個兩天一夜的課程卻第一次讓我在福州焦慮到晚上睡不著。我不斷問自己,台灣經驗有用嗎?有比人家強嗎?

 

◎闊別六年之後重訪北京

 

04年的福州之行,讓我決定開始對這個市場布局。首先,數位之牆推出簡體版,為了讓文章符合中國大陸用語,我準備了一個名詞對照表並設定進簡繁轉換系統,讓特定名詞從繁體到簡體自動轉譯。

 

接著到大陸十個網站上開設部落格,請工讀生每週發布簡體文章。既然已有簡體網站為何還這麼麻煩?一方面是從大陸連線台灣網站並不穩,另一方面則是主動加入當地熱門網站顯得更為積極,傳播面更廣。

 

很多人轉載筆者寫的文章並在郵件與 MSN上交流。經過兩年布局,結識不少網際網路產業內朋友。這讓我2006年再訪中國大陸時,在網站一公開行程就有很多本地朋友熱烈約訪。

 

隔岸觀察不如親自走一遭。2006年三月我再訪福建電信,停留兩天後飛往上海接著北京。事隔兩年,全球3G發展更進步,台灣的3G也有更多經驗可供本地業者參考。從電信產業入手進入大陸工作似乎可行。

 

上海北京兩地的進步讓我有點意外。距離我第一次踏上北京的土地才六年,印象中當年荒涼的街景已經被嶄新的建築取代。滿街的計程車是全新的,當我跟司機問起現在還有麵 D嗎?司機說早就沒有啦!

 

這趟行程是個試水,我想對於「該不該到中國大陸工作」做個決定。沒想到卻有幾個意外收穫,一是在北京接受幾個網路媒體專訪,一是見到北京新浪幾個創始伙伴。故人重逢憶及革命情感,別有一番滋味。

 

另一個收穫卻讓我陷入深深的思考中。在上海遇見某網際網路公司的兩位創辦人,在飯店大廳裡興高采烈談論網際網路一下午,會後卻收到極力邀請加入的信函。

 

心中浮現疑問。一般人都是進入台商或外商後外派大陸,我真的要直接投入本地企業工作嗎?對於風土民情以及大陸企業文化不甚熟悉,會不會水土不服?萬一不妥當,再回台灣還有我的位置嗎?

I don’t think you state the correct reason. Mainland China is not a lousy and unpleasant environment where most people only can make a low-pay salary. On the average, you should admit that labor cost is still very cheap in mainland China, which is one of the major reasons to attract many foreign manufacturing companies, including Taiwan, to there.
The biggest issue that most people complaint is that mainland China is a dictatorship country where the laws are manipulated by most officials who don’t obey the laws. The concept to obey the laws is still not forcedly carried out by mainlanders. You can find this problem from many different areas in life such as bus station, train station and traffic.
You, as an individual employee, do not need to care about this since you can move to anywhere to work very easily but an investor is totally different.

只有像台灣這種已步入人力成熟社會的情況下,才會有熬10年才能當經理的情況。

I totally agree with you. Working in a Chinese society, job tile is the only brick to get a higher salary. One time, I visited Hwa Wei, a big local networking company in mainland China. Many young guys exchanged their business card with me and all of them are either manager or director. I felt very surprised at what I saw.
Working in such kind of environment, pursuing a job title, thus, becomes very competitive because each person treats it as their career goal. However, if everybody is given a management title, who is going to work in the front line? After each salary review, whether being promoted or not is a sometimes is an indicator to tell who is going to leave for the team.

There is no doubt that you can find smart engineers from mainland China. But there many potential issues that you need to consider according to my management experiences found in mainland China.
1. Most smart engineers only can be found in big city such as ShangHai, Peking. It is very hard for you recruit a qualified engineer in rural area.
2. It is very hard for a new graduate to find a job in mainland China because it is very highly competitive. Any student who is graduated from a second-class university or college is easy to find a job.
3. The student educated by mainland China is not very proactive and creative. If you assign them a project, you need to tell them everything in detailed. If you just go through a high level design to them, most of them do not know how to do it.
4. Mainland engineers do not what quality means when doing a project. “Working and done” is what they think to complete a project.
5. The quality of the engineers varies big difference between good school and second-class school.
6. It is very hard to retain a good engineer there. When they get a small raise or promotion, they will resign and say good-bye.
7. Salary and bonus is open among mainland Engineers. When they found out, they get less payment than peers. They might find another job after a few months.

8. Smart and qualified mainland Engineers always look for a foreign company as their first priority. And the next choice is the local big mainland companies. The last choice they will pick is Taiwanese company.

9. Like in Taiwan, the management job is not only to be catered in the work. You must be able to mingle with them socially to let them feel that you are a good boss. In the future, if you want to take the whole team with you, they are willing to go with you. Such kind of management system only can be found in Taiwan and mainland China.

台商籲馬謝 正視赴中投資受害
【中時電子報蘇龍麒/台北報導】

台商赴中國投資慘賠作收再添兩樁!前國民黨國大代表陳允火今(二十二)日出面控訴,他在廈門與國營企業合作開發建造「金嶺花園」大樓,卻遭侵吞四千餘萬元人民幣,經過十二年訴訟仍然討不回,期間黑白兩道威脅不斷。
另一位屏東台商林志南在深圳栽種台灣欒樹,三十年的租約卻在租約生效五年後,農作物與房舍即被全部剷平,應補償的六百三十九萬元人民幣也絲毫未得。據林志南表示,他的徵地補償金是被深圳官方書記給A走,這筆投資總計造成他至少兩千萬人民幣的損失。

陳允火表示,當初金廈小三通就是他擔任國大期間力推的,一九九六年兩岸飛彈危機的狀況下,他還是願意冒險到廈門投資,但是在投資四千多萬元人民幣後,廈門投資方除了完全沒有任何出資外,有多項投資權益都被廈門合作方強行霸佔,經過數年投訴無效後,廈門市政府更強迫他簽下「終止一切經濟合作關係」的條款,否則將不予以延長台胞證期限做為威脅,陳允火無奈只有尿遁由廈門逃往泉州。

陳允火說,這個案件前後已經發生了十二年,包括訴訟了七年多,前前後後讓他損失了人民幣上億元,可是在中國司法體系也是領市政府的薪水,根本沒有法令可言,向國台辦申訴,國台辦迄今也都沒有回應,完全是瀆職、無能。陳允火說,如果這筆錢可以拿回來,他願意將利潤捐出創辦兩岸和平基金會,為維護兩岸和平與經濟發展貢獻力量。

台灣投資中國受害者協會理事長高為邦表示,根據中國國務院台灣辦公室的統計,近五年來台商投訴案件平均每年超過兩千件,去年更可能高達三千件以上,但是據他們協會統計,受害案件沒有任何一件是受到公平處理,但是國台辦卻對外宣稱結案率高達八成。高為邦痛批,結案只是表示不再處理,並不代表已經公平處理,目前台商在中國遭到欺壓,只能自求多福、暗自哭泣。

高為邦、陳允火與林志南呼籲國、民兩黨總統參選人馬英九與謝長廷,能夠正視台商在中國遭受到的迫害問題,他們質疑,如果不能夠為受害台商討公道,兩位參選人還能鼓勵台商繼續西進嗎?

Very funny that many Taiwanese today
still consider themselves as more
"superior" than their counterparts in
China in every aspects. They believe
Taiwan is far more "advanced" and the
"quality" of Taiwanese is higher, etc.
Hence they tend to look down to folks
in China with a condescending attitude.

The sad reality is that they overlook
the fact that China is a very big country
with lots of people of all kinds. Many
of their counterparts are far more
superior or outstanding than they could
imagine or swallow. Even their level of
English is also higher than average
Taiwanese techies who can read but can
not speak it.
What they do not realize is the rapid
changes in compensations for senior
staff in China today. Many are already
making far more that their counterparts
in Taiwan. Stock options, fringe benefits, rapid promotions due to fast expansion and globalization of the businesses
are creating a very large, well-paid
technocrat class who can afford many
things including vacations overseas and
name brands.
China is stil growing fast despite numerous problems while Taiwan is stuck in deep political
shit all day long while the brains of
many businessmen, young and old, still
consider China as a "hard place", a
"foreign" country where they "sell"
their labour for a meager living. Haha.

Those who went came over to the US to
seek gold have tried hard to stay on
and tried to become as "American" as
possible with a very grateful attitude
that they finally came to the "paradise"
but China for them is almost hell.

One day in the not too distant future,
when they look back, they will feel
sorry and regret that they were so
stupid and narrow-minded. All thanks to
narrow-minded Taiwan education and silly
brain-washing for years since kinder-garten.

Here in America we like to talk about
"reality check". Yet to counter your
"如何遠赴中國大陸打拼?" I would like to
offer "Actuality check". Ask your self
a question?
"If possible, what is the chance of
finding a good job locally? If not,
what my future hold working in China?"
Taking Jr. experiences for instance, he
was a Japanese native with solid
educational back ground when he applied
the job. All big name wanted him to join
the party. He selected the one he liked
and worked for 3 years in Japan. Then
he wanted to advance to higher level.
He quit the job and obtained FE degree
in MI. After graduation, he applied
many jobs in the world market,
though he like to work in U.S. could not
find one. As a result, he settled in
Tokyo top ranking co. That is what I
said:"Actuality Check".
Everyone knows there is a potential in
China. Then ask your self about your
capability. Only when there is a light
appearing in the horizen, then come to
the question of "如何遠赴中國大陸打拼".
A man got to know himself before jumping
to the world job market. A small potato
like myself will fit any place and can
survive. Japan ROC USA or China. Young
people like you out there, must do the
Actuality Check before you take any
action. That is my advice.

After I worked in USA for around 15 years, I went back to Taiwan worked there between 2003 and 2005.
In 2005, I came back to USA and continued my career here. Between 2004 and 2005, I traveled a lot between Taipei and Kuang-Shan where there are a lot of Taiwanese businessmen there. Unlike Israeli, many Taiwan businessmen, I know, only look for money and they really do not care how their mother country looks like. When they commit the crime, the only place they can hide and flee to is mainland China.
In your article, you simply state how you feel what you see the mainland China in the views of business. Unfortunately, business and politics are always correlated to each other and you cannot simplify it simply from the views of business.
There is no doubt that mainland China has a big room to grow, particularly in 3G markets for mainland China cuts into this market directly without any old burden. However, Taiwan is totally different in these respects. I think you should understand the big difference when you try to do the comparison between two countries.
The revenue of the business can be generated from a market where there is a big demand but politics all the time cannot work as you expects as business does. Where there e is money, there are businessmen, which cannot be changed wherever you goes.
If you really want to make a comparison between Taiwan and mainland China, you should state it from global views other than just what you see in your own field. That will be more convincing to people.
